Detention Guide

ICE arrests more than tripled in Arizona in 2025, according to federal figures analyzed by the Deportation Data Project. That means more families have been separated, impacted by immigration enforcement operations and are having to navigate a confusing and, at times, contradictory immigration detention system in order to stay in touch with the person detained.

This guide aims to aid impacted people in navigating the system and in attempting to communicate with and visit those detained at Eloy Detention Center and the Central Arizona Florence Correctional Complex (sometimes called FCC).

While this guide focuses on two detention centers, the person detained may also be at the Florence Service Processing Center (SPC), which is intended to serve as a short-term detention center. You can call to ask if the person detained is being held there.
